Mongolia visa for a Chinese ordinary passport: e-visa, embassy, or not visa-free (as of August 2026)

This is an introduction, not a promise of issuance or landing. Rules change. Visa-free lists, e-visa types, and embassy fees follow the named official pages at the end. Reopen them before you fly.

Hold a Chinese ordinary passport: do not board on a “Mongolia is visa-free” post or an English page that lists China in a 30-day waiver. China’s consular service site and the Embassy of China in Mongolia use the same sentence: ordinary-passport holders must obtain a visa before travel. Tourism, stay not more than 30 days: apply for K2 on the Immigration Agency system evisa.mn. Business, work, study, or a stay beyond the e-visa: a Mongolian mission in China, usually with an invitation already reviewed in Mongolia. The Embassy of China in Mongolia also states: Mongolia does not issue visa on arrival to Chinese citizens.

This page does one job: pick the channel, file from the official entry, then compare cancellable Ulaanbaatar hotels and Beijing/Shanghai flights. Checked 30 August 2026. Facts follow the Chinese page.

Pick the channel first

When two sources disagree:

• Visa-free or not. Consular service, the Embassy of China in Mongolia (7 August 2024 entry-and-stay guide), and Immigration’s 2026 34-country tourist waiver do not list a Chinese ordinary passport. evisa.mn visa-free names include Japan and Macau SAR (China), not the People’s Republic of China. Use “obtain a visa first.”
• Where tourism is filed. Embassy of Mongolia in Beijing: tourism is applied online at evisa.mn. The embassy does not process the online visa. Do not default to the 2018 overview’s J-class sticker.
• Visa on arrival. Embassy of China in Mongolia, page dated 12 January 2018: 「蒙古国不为中国公民办理落地签证。」 The 2024 guide no longer expands VOA; it tells you to obtain a visa first and use e-visa. No newer immigration or embassy page opened here overturns that sentence. This article does not describe airport VOA, and it does not describe a “5-person group VOA at USD 45.”
• How long it takes. Embassy of China in Mongolia e-visa notice: ETA in 72 hours. Immigration article 124: 3 working days / 72 hours. Another immigration news item: 48 hours. All three are quotes. Do not average them. Use the receipt after you submit. Do not buy a non-refundable ticket on the shortest 48 hours.

Who can use e-visa

evisa.mn nationality list includes The People’s Republic of China, passport type Ordinary (Chinese page checked the dropdown 30 August 2026). Immigration e-visa nationality table row 92 is China. Embassy of China in Mongolia notice dated 1 June 2022: Chinese citizens staying not more than 30 days may apply online for K2, K4, K6.

Immigration article 124: passport valid at least 180 days when applying; obtaining a visa does not guarantee entry.

An e-visa is not visa-free. Check-in and border control still check the ETA and the passport. Keep the PDF on the phone and print one copy.

Tourism: K2 on evisa.mn

Beijing embassy: if the online file has a problem, wait for email or write to immigration customer service. Do not take a K2 file to the embassy window.

1. Open evisa.mn (the 2022 notice also writes https://www.evisa.mn). Not a search-ad “official agent.”
2. Nationality: The People’s Republic of China. Passport: Ordinary. Type: K2 (tourist). If the system is in maintenance, the receipt mailbox on the page may change; use the notice on that screen.
3. Fill in English or Mongolian. Name, date of birth, and passport number match the machine-readable zone.
4. Upload what the form asks. Article 124 says fill accurately, pay online, passport 180 days. It does not print a national “must have ticket + hotel” pack on that page. If this week’s form asks for an itinerary, use free-cancellation tickets and rooms that match the entry date. Do not screenshot a comparison link and cancel it at once.
5. Check the amount on the pay screen. Immigration fee table (Government resolution 2021 No. 195, amended 2022 No. 485): one-entry visa USD 45 + service USD 5. The pay screen may add a channel fee or show another currency. Use that screen. Wrong category: the table says the fee is not refunded.
6. Save the application number. After approval, print the ETA. Present it with the passport at immigration.

Rush: the opened fee table has no “e-visa express USD 70” line. Doubling stamp duty for emergency service at a border post is a different window. It is not a paid shortcut for K2 review.

Embassy sticker: only when the window is the right channel

Embassy of Mongolia in Beijing splits tourism from “short-term business and other.” Tourism points to evisa.mn. Business and other:

1. Get an invitation reviewed by Mongolia’s MFA or immigration.
2. Then take papers to the embassy. Direction on that page: complete form (incomplete forms not accepted); original passport valid more than six months with a blank visa page; copy of the bio page; one 2-inch white-background photo stuck on the top right of the form.
3. Transit sticker also needs a copy of a valid visa for the destination country, and a flight or train booking to that country or out of Mongolia.

Beijing embassy fees (opened 30 August 2026; no on-page date; reopen before you file):

China’s consular list also names Hohhot, Erenhot, Shanghai, and Hulunbuir (the 7 August 2024 page says Hulunbuir is open). Whether those missions use the same CNY table was not opened here. Open that mission’s own visa page, or call, before you copy Beijing’s 380. Do not use the 2018 overview’s 405 / 605 / 925 / 1,800.

The 2018 overview coded tourism J, business B, work HG, and said Hulunbuir was temporarily closed. The Law on the Legal Status of Foreign Citizens in force from 1 June 2021 expanded types; tourist e-visa is K. Types and whether Hulunbuir is open follow the 2024 guide and the current Beijing page, not the 2018 page.

What “visa-free” and “visa on arrival” actually refer to

The China–Mongolia waiver covers diplomatic, service, and service-ordinary passports for stays within 30 days. An ordinary passport is not in that sentence.

Mongolia’s 2026 30-day tourist waiver for 34 countries (Immigration list from Austria to New Zealand) does not include China. Copying that list, or Japan / Macau SAR visa-free on evisa.mn, onto “China is visa-free too” is the usual mix-up.

A legal channel exists for listed nationalities to apply for a 30-day single-entry tourist visa at an international port. For Chinese citizens, the Embassy of China in Mongolia’s wording is: no visa on arrival. Old guides’ ULN airport VOA, group USD 45, and 10–15% refusal are not sentences from the official pages opened here. On the immigration fee table, “tourist groups of 5–10: 25% stamp-duty discount; more than 10: 50%” is a discount after you are already in a visa process, not a walk-up VOA for FIT travelers.

So: ordinary passport, obtain e-visa or an embassy sticker before you go. Do not plan a non-refundable trip on visa on arrival.

Beijing or Shanghai by air, Erenhot by land

Both need a visa first. The difference is transport and the port, not “land borders issue VOA.”

• Air: Beijing or Shanghai to Ulaanbaatar (Chinggis Khaan International, IATA ULN). Airlines check the e-visa or the sticker at check-in. Without an approval, you often cannot board.
• Land: Erenhot (China)–Zamyn-Uud (Mongolia). Consular pages mention Zamyn-Uud for workers’ health checks; China has a consulate-general there. That is not a tourist VOA window for ordinary travelers. Train and road times follow the current port notice. This page does not invent a timetable.

If a same-day “ID-card border tour” exists, it is a limited port product, same-day return, not visa-free FIT on an ordinary passport. No current port notice was opened here, so this page does not give sign-up steps.

Which ports accept e-visa: article 124 only says present the ETA and passport at an immigration check post. No complete official port table was opened. If your approval or apply page names a port, use that paper. Do not copy an old blog’s airport and land list.

After landing: register within 48 hours; extend before expiry

Consular service: after entry, the person, firm, or organisation providing lodging registers the foreigner with Mongolian immigration within 48 hours. Hotels often do this. In a ger or a private home, confirm who files. A visa is not a substitute for registration.

To stay longer: apply in writing, through the original inviting party, to Mongolia’s MFA and immigration, 5 working days before the visa expires. Temporary visits: each extension at least 90 days apart. Fee table: extension within 7 days MNT 40,000; from day 8 MNT 5,600 per day. That is the immigration price list, not an overstay fine. If you overstay without an extension, consular service lists a fine, an order to leave, deportation, and a re-entry ban. It does not print USD 10 per day.

A tourist e-visa is only for the approved purpose. Entering on K2 to work is not allowed.

After issuance: Ulaanbaatar hotels and China–Mongolia flights (sample)

A visa is not a landing permit. Links below are a comparison sample: check-in 20 September 2026, check-out 27 September 2026, two adults, plus Beijing and Shanghai flights in the same window. Change the dates. Prefer free cancellation.

These links are not the application itinerary. If the e-visa form or the embassy asks for bookings, use cancellable orders you actually intend to keep. Do not fake a file from comparison screenshots.

• Ulaanbaatar hotels (20–27 Sep 2026, 2 adults)
• Beijing–Ulaanbaatar, 20 Sep out, 27 Sep back, 2 adults
• Shanghai Pudong–Ulaanbaatar, same dates, 2 adults

Land travellers via Erenhot: do not use the flight links as train tickets. The hotel link still works for the Ulaanbaatar nights; search the actual overnight town for the border.

Do not buy non-refundable flights or hotels before issuance.

Family files, air plus land, or a quote from public rates: travel advisor.

Usual traps

Treating e-visa as visa-free. An ordinary passport still needs approval first. English pages that write “China visa-free 30 days” conflict with the consular sentence.

Taking a tourist e-visa to the embassy window. Beijing: the embassy does not process the online visa.

Using K2 to work or to stay more than 30 days. Wrong purpose can mean refusal at the border or a penalty later. Beyond e-visa: invitation plus sticker.

Buying a non-refundable ticket on 48 hours. Three official clocks are not the same. Use the receipt.

Using 2018’s CNY 405, or blogs’ CNY 220–370, as the current embassy fee. Beijing’s current notice starts at CNY 380. E-visa is a separate USD table.

USD 10 per day overstay. The 2024 guide opened here does not say that.

Before you file

1. Private ordinary passport. Do not copy the 30-day waiver from a service-ordinary passport.
2. Tourism ≤30 days: evisa.mn, People’s Republic of China, application number saved.
3. Passport validity: e-visa “at least 180 days when applying”; embassy sticker page “more than six months.” Use the current page for the channel you file.
4. No non-refundable ticket on visa on arrival.
5. Amount checked against the immigration USD table or the Beijing CNY table. Agency service is a separate line.
6. If the form wants an itinerary: real cancellable bookings, not a screenshot you will not keep.
7. Who files the 48-hour registration: asked the lodging.
8. ETA printed; phone copy opens offline.
